In September 2025, Motive executed a live, multi-day tabletop exercise (TTX) in Manila, the Philippines to simulate and test options to mitigate risks from malign foreign direct investment (FDI). This event, sponsored by the U.S. Department of State, convened more than 40 Philippine government officials and representatives from four different U.S. agencies to advance shared U.S.-Philippine national security priorities. Simulating complex transactions involving malign actors gaining control over critical infrastructure, dual-use technology, and real estate near strategic military terrain, the exercise assessed and strengthened Philippines’ capacity to mitigate investments with high-stakes bilateral consequences.
Part of a multi-year program Motive is implementing to advance investment security with key Indo-Pacific partners, this event leveraged Motive’s subject matter expertise in economic and national security, and our unrivaled capabilities in designing and delivering TTXs that deliver real-world results. Through evidence-based experimentation, the exercise inspired more than 12 actionable policy and practice opportunities to bolster the Philippines’ already-strong investment security regime.
