Laura Hoover, MPA
Exercise Controller & Subject Matter Expert

Laura Hoover is a former U.S. Army Medical Service Corps officer and international affairs practitioner with extensive experience in conflict-affected and politically complex environments. Her work spans military operations, governance, humanitarian response, and U.S. government-funded international engagement, with regional experience spanning Eastern Europe, the Middle East, and Asia.

She has led teams in austere environments, advised senior leaders on operational and policy considerations, and worked across military, government, donor, and civil society communities to translate complex challenges into practical action. At Motive, Laura brings a practitioner’s perspective to training and advisory work focused on governance, civil-military engagement, and operating effectively in contested environments. She is a graduate of the United States Military Academy at West Point, holds a Master of Public Administration from the University of Washington, and is fluent in Levantine Arabic.
