Project Overview
With funding from the U.S. Department of State’s Bureau of International Security and Nonproliferation, Office of Cooperative Threat Reduction (ISN/CTR), Motive International completed “Project FORTRESS.” in July 2024. Project FORTRESS events stimulated chem/bio security and diversion threats through scenario-based gameplay while challenging industry, civil society, and government participants to solve problems and develop actionable, real-world policy, practice, or coordination recommendations.
Project Goals
By the end of this program, participants are able to:
Better recognize illicit or malign chem/bio and related dual-use technology supply chain activities.
Build capacity to implement due-diligence best practices, Know-Your-Customer (KYC) outreach, risk mitigation measures, written Internal Compliance Programs (ICPs); and national and regional cross-sector collaboration, to enhance supply-chain and finance security.
Define “core capabilities” that help prevent diversion or supply chain disruption by malign actors of sensitive chem/bio materials, technologies, and know-how.
