FREQUENTLY ASKED QUESTIONS

How can I access services on this contract? Who can use this contract?

Any element within the 95th formation is eligible to sponsor activities or services on this contract. Sponsors/units generally fund orders from their authorized budgets, or can share costs by co-sponsoring an event with other units/elements. Sponsors can initiate “orders” by discussing options and requesting a quote from Motive.

Personnel within the 95th formation can also attend pre-scheduled courses or events sponsored by others, generally at no cost to participate. Upcoming events are listed on the program landing page, accessible via the QR code below.

Who approves contract requests and issues Task Orders to Motive?

After a Sponsor/unit has obtained a Statement of Objectives (SOO) and price quote from Motive, they submit a packet that gets approved by their Resource Management Office (RMO), the Contracting Officer’s Representative (COR), Group/BDE, and 1st SFC. Once approved, USASOC contracting issues a Task Order (TO) to Motive and work begins. Detailed ordering procedures are available on the program landing page, accessible via the QR code below.

How long does TO approval take? What’s the suspense from order to execution?

Generally, the approval process takes about 60 days, so Sponsors are encouraged to initiate orders at least 2 months in advance of when they need Motive’s services or an event to occur. Bookings far in advance are welcome! Urgent requirements may be able to be approved faster by exception.

Can I request customization of courses, exercises, or other support on this contract?

Yes! Everything on this contract can be customized. Motive routinely customizes courses and exercises for specific regions/AOs, mission-sets, echelons, technical focus areas, and more. Contact the Motive Program Manager to discuss your ideas. We’d be thrilled to co-design a custom solution for you.

What do services cost and how does pricing work on this contract?

Each course has a firm fixed price defined in the contract, and can be purchased on a per-iteration basis. Tabletop Exercise (TTX) pricing is entirely custom, generally quoted as total lump sum. Pricing depends on level of customization, scope, and other factors. Expert support is priced on an hourly basis, with fixed rates defined in the contract for different labor categories. Contact the Motive Program Manager to request a quote for any of these services.

Is there a total ceiling value on this contract or a min/max order amount?

The contract has an annual ceiling, and overall (5-year) ceiling value just under $4 M, which is spent down as Sponsors order from the contract on a first-come basis. There is no set min or max order value. A Sponsor could theoretically order one hour of SME support for less than $200, or order numerous courses or exercises totaling $1 million or more.

Will I or my unit get charged just for talking to Motive or requesting a quote?

No, that’s not how it works! We warmly welcome inquires from anyone in the 95th formation who want to learn about the program, talk to us about a course, exercise, or mission support idea, or just “kick tires” or gather info. That’s all free! No one is charged until an approved TO is issued with funds obligated against a clear statement of objectives.
